Google Chrome chopped off / missing toolbar

Sometimes Google Chrome seems to chop the top of the browser window off when the windows is on a second monitor, this means you can’t move the window or access any of the tabs.

To reset the window press F11, then press F11 again. It should reset the window and allow you to move it.
